Holding a French residence permit does not automatically make you a tax resident. Under Article 4B of the French Tax Code, you are only considered a tax resident if your main home is in France, you stay more than 183 days per year, or your principal professional and economic interests are located there. The program covers two sub-categories: Startup / Incubator (financed by a recognised incubator) and Business Creation (self-funded). Both grant a 4-year renewable residence permit and lead to the same path to permanent residency and French citizenship after five years. The application follows the same structure for both sub-tracks. Applicants begin by applying at the French consulate in their country of residence for a long-stay visa, no earlier than 3 months before the planned arrival date. Once in France, the applicant presents the visa at the local préfecture within 3 months to obtain the residence permit. Family members apply simultaneously for their own Talent Passport Family Permit. La candidature suit la même structure pour les deux sous-filières. Les candidats commencent par déposer une demande de visa long séjour auprès du consulat français dans leur pays de résidence, au plus tôt 3 mois avant la date d'arrivée prévue. Une fois en France, le candidat présente le visa à la préfecture locale dans les 3 mois pour obtenir le titre de séjour.
